Family Service Center Seaside Patio and Carport Repairs Project

Community Human Services (CHS) is requesting bids for the Family Service Center Seaside Patio and Carport Repairs project at 1178 Broadway Ave., Seaside, CA 93955. CHS is a local nonprofit offering mental health, substance abuse, and homeless services throughout Monterey County. The Family Service Center in Seaside provides outpatient mental health therapy for adults and minors, as well as Domestic Violence Anger Management, Supervised Visitation and Exchanges, and other behavioral health services. The second-story patio deck, located above a three-car carport, has sustained water damage over the years, requiring repairs to restore its stability.

 

SCOPE OF WORK:
1. Remove existing decking and replace decking plywood as needed, then install a new deck coating system.
2. Replace or repair joists to ensure proper drainage, reconstruct deck scuppers, and install alternative deck floor drainage.
3. Remove stucco from the parapet wall to reflash and properly waterproof the decking.
4. Re-route rain gutter downspouts as necessary.
5. Replace the carport gypsum ceiling.

Community Human Services will receive sealed bids until 12pm on September 26th, 2025, at CHS Offices located at 2511 Garden Rd., Ste. A-160, Monterey, for the proposed work at 1178 Broadway Ave., Seaside, CA 93955. All bids will be publicly opened and read aloud, via meeting on Zoom. For bids to be considered, responsible contractors must attend a mandatory job walk on August 27th, 2025, at 3pm, at the job site of 1178 Broadway Ave., Seaside, CA 93955.

Each bid must be accompanied by a cash deposit, cashier’s check, certified check, or Bidder’s Bond issued by a Surety insurer, made payable to the City of Seaside and in amount not less than ten percent (10%) of the total bid submitted. Personal or company checks are not acceptable.
Each bidder shall possess the appropriate class Contractor’s license for the scope of work (see https://www.cslb.ca.gov/About_Us/Library/Licensing_Classifications/Default.aspx), issued by the California State Contractors License Board at the time of contract award. The successful contractor must also possess a current City business license.

Each bidder must possess a current Department of Industrial Relations (DIR) Contractor Registration at the time of bid and must hold current registration status from the time of contract award and for the duration of the project.

Successful bidder must not appear in the Department of Labor (DOL) List of Exclusions or in the DIR List of Debarments at any point of the project, from the time of bid and for the duration of the project.

The contract documents required to accompany all bids (Certifications, bid bond, form of bid, etc.) shall be in an envelope which shall be clearly labeled with the words “Contract Bid Documents” and show the project identifications, name of bidder, name of project and date and time of opening.

This is a federally assisted project and Davis-Bacon (DBRA) requirements will be strictly enforced. Federal Labor Standards provisions HUD-4010 will be incorporated into the successful bidder’s contract and is attached hereto to this bid packet. Contractors, including all subcontractors and apprentices, must be eligible to participate. Federal Wage Determination Number T.B.D. and will be available for this project.

 

Contracts awarded under these Contract documents shall be required to post a performance bond or equivalent security. A Payment bond shall be required for projects in excess of $25,000. The successful bidder will be required to furnish evidence of Worker’s Compensation and Liability Insurance in the favor and amount as required by these contract documents.

The successful bidder will be required to comply with all nondiscrimination laws and regulations pursuant to the provisions of these contract documents.

Community Human Services reserves the right to postpone, accept or reject any or all bids as Community Human Services deems in its own best interest, subject to the terms and provisions of the contract documents.
