joint powers authority

Community Human Services is both a 501(c)(3) nonprofit organization and a Joint Powers Authority (JPA). A JPA is a public partnership that enables local agencies to work together on shared community priorities.

This structure gives CHS a distinctive role in Monterey County. As a nonprofit, CHS is mission-driven and community-based. As a JPA, CHS is supported by the participation, guidance, and public accountability of cities and educational agencies across the region. This partnership strengthens coordination across jurisdictions and helps CHS respond to complex needs that no single city or district can address alone, including mental health, substance use, homelessness, youth safety, and family support.
