Shawn Stone
Chief Executive Officer
Shawn is a healthcare executive with more than a decade of experience in mental health, substance use disorder, and homelessness services. He oversees behavioral health and housing services at Community Human Services, directing strategy, operations, and service delivery in support of the organization’s mission across Monterey County. His experience includes large-scale program development, contracting, accreditation, and compliance with local, state, and federal regulations. He partners with the board, staff, and stakeholders to strengthen governance and accountability while advancing opportunities for individuals and families to stabilize and thrive.

Tim Louis
Chief Financial Officer
Tim brings over 25 years of experience in finance and accounting. He previously served as Director of Finance at Build Change, an international nonprofit, and worked as a financial consultant for Navigant Consulting. His background also includes roles at Technology Finance Partners and Verizon Business. Originally from the Midwest, Tim earned his undergraduate degree from Miami University in Ohio and his MBA from the University of Chicago.

Rosie Angulo
Executive Assistant
Rosie, a Watsonville native, has been with CHS since 2014 and brings over 20 years of experience in office management, bookkeeping, and customer service. Before CHS, she spent 14 years with Lucky/Save Mart. She previously led the Human Resources Department, supporting over 130 employees. As Executive Assistant, Rosie works closely with the CEO, COO, and Board. She is also a devoted mother of two and an active community volunteer supporting youth.

Carol Harney
Development Director
Carol is a seasoned nonprofit leader with over two decades of experience expanding access to care across the Southwest. Originally from Phoenix, she spent a decade in the Monterey Bay area before returning to Arizona, where she dedicated 14 years to the American Cancer Society. She served as Executive Director for the Phoenix Market and later as Senior Manager of Programs and Services, partnering with hospital systems to implement Patient Navigation programs that helped thousands access timely treatment. Carol also helped secure funding to build a Hope Lodge for cancer patients and caregivers. She is deeply committed to health equity, collaboration, and mission-driven work.

Anab Mohamed
Grants Manager
Anab is an alumna of the Middlebury Institute of International Studies in Monterey, where she focused on International Policy and Development. Originally from Sudan and raised in Monterey, she has been active in local leadership and community initiatives. Before joining Community Human Services, Anab worked as an international development consultant in Sudan, supporting programs addressing COVID-19 misinformation and gender-based barriers. In California, she contributed to the State’s Office of Community Partnerships and Strategic Communications, leading equity-focused outreach efforts. Anab brings a global perspective to her work researching and managing grants to support CHS’s mission.

Lidia Wilding
Donor Relations Manager
Lidia holds a Bachelor of Science in Advertising from The Art Institute of California – San Francisco and brings over 20 years of nonprofit experience. She has worked with organizations including Monterey Bay Aquarium, Monterey Jazz Festival, SPCA Monterey County, and the San Francisco Zoo. With a strong background in event planning and donor engagement, Lidia is passionate about giving back to the community where she was raised. Lidia lives in Salinas with her loving husband, amazing daughter, and fur baby Luca.

Gabriella Schlesinger-James
Communications Manager
Gabby has lived on the Monterey Peninsula since moving here to attend CSU Monterey Bay in 2010, and quickly fell in love with the vibrant Monterey County community. While earning her MBA at the Middlebury Institute of International Studies, she worked globally—developing marketing plans for health programs in Rwanda, implementing impact measurement tools in Dublin, and consulting for a women-led nonprofit in Peru. She pairs this global perspective with deep experience in the local nonprofit sector. Gabby is proud to be part of the CHS team, working every day to help strengthen and support the Monterey County community.
Mental Health Services

Miriam Parks
Clinical Program Officer, Outpatient Mental Health
Miriam was born and raised in Salinas, CA. With 13 years of clinical experience serving specialized populations, she is devoted to supporting Monterey County residents through evidence-based, trauma-informed mental health services grounded in cultural awareness. As a Clinical Program Officer, Miriam is passionate about helping clinicians grow and develop their skills for the betterment of the community.

Rebecca Rossi
Clinical Program Officer, Family Service Center
Rebecca Rossi is a Licensed Marriage and Family Therapist with more than a decade of experience in community mental health. A Monterey County native, she brings a deep understanding of the region and its evolving needs. As Clinical Program Officer for Family Service Centers, Rebecca provides leadership, clinical oversight, and program development to support high-quality, compassionate care. Her approach emphasizes collaboration, cultural humility, and helping individuals and families build resilience and achieve lasting change.
Substance Use Services

Marta Sullivan
Senior Program Officer, Substance Abuse Services
Marta has over 20 years of experience in the addiction field. She was the first treatment coordinator for Monterey County Drug Court and helped develop its initial treatment protocols. With 15 years in program management and nonprofit administration, she brings deep operational expertise. Marta completed her addiction studies at UC Santa Cruz and now oversees the Outpatient Treatment programs, as well as Elm House and Genesis House.

Melissa Hernandez
Program Officer, Genesis House
Melissa Hernandez is the Program Officer at Genesis Residential Center, with a strong background in substance use disorder treatment. She completed her addiction studies at CityTeam in San Jose and is a certified CADC II. With experience in both residential and outpatient settings, she brings a well-rounded understanding of care across the continuum. She also serves as Intake Coordinator, where her dedication helps ensure clients feel welcomed and supported from their very first step into treatment.

Jessica Salinas
Program Officer, Off Main Clinic
Jessica Salinas brings more than 15 years of experience in substance use disorder treatment, with a focus on Medication-Assisted Treatment (MAT). A Salinas native, she combines deep community roots with clinical expertise to support individuals in recovery. Jessica is a Certified Alcohol and Drug Counselor II (CADC-II) and a Certified Medication-Assisted Treatment Specialist (MATS) through CCAPP. She completed her education at Hartnell College and currently serves at the Off Main Clinic’s Narcotic Treatment Program, where she plays a key role in delivering patient-centered care and supporting long-term recovery.
Homeless Services

Evangelina Ochoa
Senior Program Officer, Homeless Services
Evangelina grew up in Seaside and earned a B.A. in Collaborative Health and Human Services with a concentration in social work from CSU Monterey Bay. While serving as the Program Director at Gathering for Women-Monterey, Evangelina collaborated with CHS in the opening of Casa de Noche Buena shelter for homeless women and families with children in Seaside. As CHS’ Senior Program Manager for Homeless Services, Evangelina provides oversight to all homeless service programs and manages the day-to-day operations of Shuman HeartHouse shelter for homeless women and families with children in Monterey.

Flor Stoudenmire
Program Officer II, SHARE Center
Flor Stoudenmire joined Community Human Services in 2021 and brings more than seven years of experience across the human services field. Her background includes work in education, mental health, and homeless services, with a focus on supporting youth and young adults. At CHS, Flor has held multiple roles within homeless services programs, contributing to strong partnerships with community-based organizations. She is committed to advancing equitable access to care and strengthening services for vulnerable populations throughout Monterey County.

Elsa Guillen
Program Officer, Casa de Noche Buena
Elsa has been at the forefront of serving vulnerable populations on the Monterey Peninsula, proudly managing the region’s first homeless shelter dedicated to women and families. An alumna of CSU Monterey Bay, she earned her degree in Collaborative Health and Human Services with a multidisciplinary focus in social work and public administration and nonprofit management. Her passion for service began early, leading her to work as a restorative justice practitioner, empowering youth in local schools to embrace accountability, healing, and growth. She joined CHS in 2020, and now leads with empathy and vision, guiding her team toward lasting change community.
