Chief Operating Officer, Administration
The Chief Operating Officer (COO) ensures the delivery of high-quality services to clients while overseeing the Agency’s day-to-day operations. The COO provides operational leadership across all programs and departments, including behavioral health services (mental health and substance use disorder treatment) and homelessness services, and works closely with the CEO to implement Agency policies, regulatory compliance requirements, and strategic priorities.
The COO directly supervises Senior Program Officers and the Facilities Maintenance Manager and provides leadership and operational support to the Management Team. The COO leads program development, operational improvements, and service expansion while ensuring programs operate efficiently and in alignment with Agency standards.
- Provides operational leadership and support to program management and staff across the Agency.
- Directly supervises Senior Program Officers and the Facilities Maintenance Manager.
- Develops, implements, and improves operational policies, procedures, and strategies that support Agency goals and promote organizational culture and vision.
- Supports program development, expansion, and operational improvements, and assists in establishing program goals and objectives.
- Participates in strategic planning and long-term organizational planning in collaboration with the CEO, management team, and Board of Directors.
- Supports recruitment, screening, interviewing, and hiring of qualified staff.
- Monitors program staffing levels and operational needs and recommends adjustments as appropriate.
- Oversees Agency facilities operations, including maintenance, safety, repairs, capital improvements, renovations, and construction projects.
- Ensures programs maintain compliance with regulatory and licensing requirements, including interactions with DHCS, DEA, CARF, County Behavioral Health, and other regulatory entities.
- Manages relationships with partnering agencies, county, state, and federal departments, vendors, and other community stakeholders.
- Responds to and helps address client and staff concerns or complaints as needed.
- Serves as acting supervisor for programs or departments when management coverage is needed and provides leadership support in the CEO’s absence when appropriate.
- Ensures adherence to Agency policies, procedures, and operational standards.
- Monitors operational performance across programs and recommends improvements to ensure effective and efficient service delivery.
- Supports the CEO in advancing the Agency’s mission, operational sustainability, and community impact.
